Maryland Department of Transportation
The Problem:The Maryland Department of Transportation (MDOT) required an automated electronic time report system to streamline costly and cumbersome core business processes. MDOT required efficient and accurate time entry and verification controls with additional capabilities including report generation, proxy time entry, role based security and remote, web based user access. MDOT's over 8000 employees working on-site and in the field and seven sub-agencies generate system complexities including more than fifteen types of leave and in excess of 20,000 project and pay indicators, as well as specialized business processes and accounting systems for each sub agency. Additionally, changes in work schedules for firefighters, police officers, and road crews during emergencies or storms must be supported for both administrators and employees.
The Solution:
Vecna proposed GoalMind, its Enterprise Resource, Time Tracking and Business Workflow Management software to provide MDOT with a fully automated electronic time report system to replace the existing hardcopy Time Report process. Vecna's GoalMind Consulting Unit worked closely with MDOT stakeholders from all seven business units to define business rules and functional requirements, translating business objectives into user friendly system features and functions. The Vecna team configured core GoalMind modules to reflect unique MDOT business rules and branding for a personalized organizational fit (mTrack™). GoalMind™ interfaces were developed for bi-direction information exchange with applicable MDOT legacy systems to make it a powerful and versatile tool for comprehensive enterprise-wide resource tracking and project management. More than just a simple time entry application, GoalMind™ allows MDOT directors to intelligently manage the enterprise in all its aspects.
The mTrackTM application was developed and deployed on time and within budget. It has been successfully in production since December 2006.
Massachusetts Universal Health Care "Commonwealth Care"
The Problem:Signed into law on April 12, 2006, "The Act Providing Access to Affordable, Quality, Accountable Health Care" (Chapter 58 of the Acts of 2006) gave the Connector Authority a mandate that by 2009, all Massachusetts citizens have health coverage, with compliance beginning January 1, 2007. The bill provided a variety of strategies to accommodate the approximately 550,000 uninsured individuals in the Commonwealth through five potential carriers and an array of coverage levels and plans. A system was required for beneficiary on-line services, such as plan education and enrollment, invoice payment and payment history and member information updates, as well as invoice generation and payment tracking.
The Solution:
In less than 75 days, Vecna worked with the Connector to clarify policy, define requirements and implement the Commonwealth Connector web portal and premium billing system (www.macommonwealthcare.com). Vecna relied on the capabilities of the versatile GoalMind architecture to meet the unique and complex requirements of the Connector's enrollment and billing process, and to accommodate the needs of a fast-paced, evolving and high profile program. GoalMind's web portal features and infrastructure enabled a rapid and efficient deployment of key on-line customer services. In compliance with state mandates and key business requirements, the Commonwealth Care system enables quick and easy verification of a citizen's status and location, permits on-line plan selection from a personalized table of options, then solicits payment either on-line or via paper invoice. The monthly disbursement of invoices, account notices, payment attributions, plan changes and account actions are automated and facilitated by the GoalMind system through integration with eligibility and financial intermediary data systems. In addition, the GoalMind Commonwealth Care system provides general ledger and other reporting capabilities to track and reconcile the flow of cash and other accounts.
